General Rules for State

1.1 All staff must follow the established protocols and standards.1.2 Transferring organization members between factions is not allowed without mutual agreement between both leaders. | Verbal warning to leader1.3 Recruiting individuals with a criminal record is prohibited.1.4 Use of armored vehicles in city limits without an escort is not permitted. (Examples: Kuruma, Insurgents, BTR)1.5 LSPD may search vehicles, and upon finding illegal items, may confiscate them, but video evidence is mandatory.1.6 Vehicle searches must include proper RP commands (/me, /do, /try).1.7 FIB has the authority to lead multi-agency special operations.1.8 Government-written laws are binding for all state agencies.1.9 In emergencies, all state agencies must respond. EMS must dispatch at least two units.1.10 Wearing masks on duty is prohibited for state orgs except approved special forces units.1.11 Searching without RP or outside an RP context is forbidden.1.12 Players can portray "bad cops" (max 5 per org). Requires an approved RP biography.1.13 Gang territory (marked by skull) is a hostile zone; state entry requires IC justification.1.14 You have 25 minutes to jail someone after cuffing. Government Rules

2.1 Government employees may use any means necessary to defend senior officials in danger.2.2 Government may host daily public events (e.g., car fairs, trade expos).2.3 Large-scale events require curator approval.2.4 Government may establish visitation rules for the Capitol.2.5 Lawyers have the right to request and receive evidence.2.6 Government may initiate public/private inspections (max 7 per week, 2 per faction).2.7 Auditors may dismiss personnel after verified internal violations.2.8 Laws impacting other public/private orgs must be discussed with their leaders or reps.2.9 Government can create laws that align with RP logic.2.10 Use of treasury funds for personal gain is forbidden.2.11 Government can issue licenses with prices set by the org leader.2.12 Government must employ at least 2 qualified lawyers.2.13 Government must host small/medium-scale events every 3 days.


EMS Rules

3.1 Medical staff must assist all players equally.3.2 The Chief Doctor sets hospital rules, subject to approval.3.3 The Chief Doctor may conduct faction medical checks twice a week.


National Guard Rules

4.1 NG personnel must stay within Fort Zancudo during duty unless authorized.4.2 NG must follow all state laws.4.3 NG may arrest and deliver suspects to state orgs (excluding EMS).4.4 NG may use firearms in emergencies.4.5 NG special divisions may patrol for crime activity.4.6 Gate duty hours: 12:00–22:00. Free movement allowed outside of these hours.


LSPD / SAHP / FIB Rules

5.1 These agencies may arrest suspects of criminal activity.5.2 Stopping/searching without an IC reason is not permitted.5.3 Weapons use is allowed only in RP-relevant scenarios.5.4 Do not arrest during active gunfights. | Verbal Warning5.5 Ghetto patrol requires at least two special officers. | Verbal Warning5.6 All arrests must be bodycam-recorded. | Verbal Warning if absent5.7 If attacked, these agencies may call for full backup (Code 0).5.8 Do not remove masks from critically injured individuals. | Demorgan – 300 min5.9 Unmasking is allowed only for ID and arrest procedures.5.10 Official calls must be handled using agency vehicles only. | Verbal WarningException: Undercover FIB officers may investigate but not arrest.5.11 No agency vehicle may be used for personal reasons. | Verbal Warning5.12 EMS cannot be stopped while on call. | Exception: Special Ops | Demorgan 120 min


Raid Rules

A Raid involves a joint operation by FIB, Central Police, NG, and SAHP targeting criminal organizations. The goal is to search territory and arrest suspects. An IC reason is required.

Successful raids result in 30% gang warehouse weapons being removed.

Grounds for Raids:

  • Repeated legal violations by gangs
  • Terrorist activities
  • Hostage situations
  • Ongoing investigations
Evidence must be stored for 4–7 days.

General Raid Rules:

6.1 Raids must have a serious IC justification.6.2 Leaving the game during a raid is prohibited.6.3 Raids are only allowed in criminal territories.6.4 All individuals in raid zones may be searched.6.5 A minimum of 20 state agents must be involved.6.6 Each agency may conduct a raid once every 48 hours.6.7 Raid time window: 19:00–00:00.6.8 Raid warrants must be issued by Attorney General/Deputy/Governor or, in their absence, FIB Head.6.9 Vehicles in raid zones may be searched.6.10 PDA information is OOC. For ID, you must request a passport. If denied, arrest is allowed.


Lifeinvader Rule

7.1 Lifeinvader must organize a Talent Show every two weeks.
